On or about September 25, 2020 following the comment period, the City of Hattiesburg, Department of Urban Development, will submit a request to the U.S. Department of Housing and Urban Development Mississippi State Office for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 as amended and the HOME Investment Partnership Programs Funds Under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended to undertake the following projects known as:
HOUSING REHABILITATION
Major Rehabilitation and Lead Abatement – 515 Columbia Street – $50,000.00
Major Rehabilitation and Lead Abatement – 104 Saucier Drive - $50,000.00
Major Rehabilitation and Lead Abatement – 210 Barry Street - $50,000.00
Major Rehabilitation and Lead Abatement – 1413 Arledge Street- $50,000.00
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the City of Hattiesburg, Department of Urban Development, 200 Forrest Street, Hattiesburg, MS 39401. The office hours are 8:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Hattiesburg, Department of Urban Development, Attention: Andrew Ellard, P.O. Box 1898 Hattiesburg, Mississippi 39403-1898. All comments received by 5:00 P.M., on October 1, 2019, will be considered by the City of Hattiesburg, Department of Urban Development, prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATIONS
The City of Hattiesburg, Department of Urban Development, certifies to HUD/Mississippi State Office that Toby Barker, in his capacity as Mayor of the City of Hattiesburg, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD/Mississippi State Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Hattiesburg to use Program funds.
OBJECTIONS TO RELEASE
OF FUNDS
HUD/Mississippi State office will accept objections to its release of funds and the Responsible Entity’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Hattiesburg; (b) the City of Hattiesburg has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58), and shall be addressed to HUD, at 100 West Capitol Street, Dr. A. H. McCoy Federal Building, Room 910, Jackson, Mississippi 39269-1096. Potential objectors should contact HUD to verify the actual last day of the objection period.
