Alpine Snow, also affectionately known as the “green snow cone stand,” gained recognized landmark status at Tuesday’s meeting of the Hattiesburg City Council. Monday’s work session played host to the public hearing where historic preservation planner, Russell Archer, presented the history and social impact of the more than 50-years-old Hattiesburg staple.
Additional business conducted by the Hattiesburg City Council is as follows:
-Approval of the minutes for the Sept. 15 and 16 meetings of the city council
-A public hearing scheduled for Monday’s work session was tabled until the Oct. 20, 2025, meeting of the council which begins at 4 p.m. regarding an appeal filed by Clifford Lockhart following the Hattiesburg Planning Commission’s recommendation for denial of conditional use and variance requests regarding an electronic reader board located at 748 West 4th Street
-Adoption of resolutions appointing Justin Stewart as Municipal Court prosecutor post 2 and Kristen Ward Ray as Municipal Court Prosecutor Pro-Tem for the City of Hattiesburg
-Adoption of a resolution declaring equipment as surplus and authorization to dispose of said equipment
-Adoption of resolutions to declare three canine officers, Mamba, VooDoo and Belle, as surplus and authorize the transfer from the police department to their handlers
-Adoption of a resolution declaring a list of vehicles as surplus from the Mass Transit Division and authorization the auction sale of said vehicles
-Adoption of an ordinance setting a public hearing on Monday, Nov. 3, 2025, at 4 p.m. in the City Council Chambers of City Hall to determine if properties are in such a state of uncleanliness so as to pose a threat to public health and safety
-Adoption of resolutions directing the placement as an assessment of cleanup costs and applicable penalties against the following properties: 702 South 22nd Avenue, 307 Pauline Avenue, 0 7th Street, 718 New Orleans Street, 114 Brookwood Lane, 905 Monterrey Lane and 906 Columbia Street
-Adoption of a nunc pro tunc resolution to reflect the corrected property description in a resolution approved on Dec. 3, 2024
-Approval of release of lien documents in relation to Code Enforcement cleanup assessments on the following properties: 6563 U.S. Highway 49, 1414 7th Street, 0 7th Street, 113 Saratoga Circle, 1101 Scott Street, 217 West 7th Street, 403 Miller Street, 518 Southern Avenue, 1511 River Avenue/1511 East Hardy Street, 0 Oak Street, 718 Webster Street, 0 Alcorn Avenue, 102 Short Railroad Street and 3002 Raphael Drive
-Approval of an agreement with the University of Southern Mississippi to provide the Employee Education program for city employees
-Approval of a letter of engagement of Landry Lewis Germany Architects to provide architectural services in relation to the Pine Street Parking Garage
-Approval of a memorandum of understanding between the city and the Mississippi State Fire Academy to administer the Fire and Emergency Services Instructor course
-Approval of a memorandum of understanding between the city and Hattiesburg Public School District for an advertisement sponsorship in the amount of $15,000
-Approval of a memorandum of understanding between the city and the Hattiesburg Public School Athletic Tiger Booster Club for advertising in the amount of $10,000
-Approval of a memorandum of understanding between the city and Mississippi Public Health Institute to place, operate and maintain a Naloxone [better known as NARCAN, a medication which rapidly reverses the effects of opioid overdose] vending machine within the city
-Approval of a supplemental agreement with Walters Construction Company for the Lincoln Road Detention Pond Project
-Declaration that repairs at Hattiesburg Water Plant 1 and Water Well 5 in the amount of $45,335.50 as an emergency purchase due to damages caused by the motor failure in Water Well 5 in accordance with state code
-Approval of engagement letter with Hicks Law Firm in reference to Cause Number 25-cv-163
-Authorization and direction to the city attorney to file a complaint in the Forrest County Chancery Court to give direction as to the disposition of an unknown burial at Oaklawn Cemetery
-Ratification and confirmation of the mayor’s appointment of Ronda Norris to the Board of Adjustments for a term beginning Oct. 8, 2025, and ending Oct. 7, 2028
-Authorization of a permanent drainage easement on Forrest County parcel PPIN 38768, acknowledgement of receipt of the appraisal report, determination of $1,410 appraisal value as just compensation, authorization of the mayor to make the fair market value offer of $1,410 and execution of the same
-Authorization of submission of a grant application to Mississippi Forestry Commission for the Trees Across Mississippi for up to $40,000 to purchase and plant trees within the city
-Acknowledgement of bids received on Sept. 18, 2025, and acceptance of the only bid which was submitted by Warren Paving
-Acknowledgement of acceptance of a grant award for the fiscal year 2026 Visit Hattiesburg Grant Program for the Art Venue Awareness – RSJ Community Arts Center
-Acknowledgement of acceptance of a grant award from the fiscal year 2026 Visit Hattiesburg Grant Program
